I: Evaluation Phase

Quantifying, identifying and validating ownership, investment goals, scope of work, budgets, schedule and required quality levels, comprehensively presented through a detailed evaluation of the project needs.

II: Definition Phase

Managing the design, construction and installation documentation efforts and coordination of all ownership, consultation, governmental modification and approvals for final Engineering, Procurement & Construction.

III: Control Phase

This phase provides detailed management of the actual construction procurement and installation process by maintaining an active day-to-day on-site involvement throughout the construction phase. This involves monitoring the works, schedules and budgets through the transition from construction to operational start-up and project close-out.

Public Works Projects

Procurement Role

PNSD Group Projects procurement role within both EU and Non-EU procured public works projects often includes the following processes from project inception to project completion:

  • Agree wording for Contract Notice and lodge on E Tenders.
  • Agree wording for Prequalification Suitability Assessment Questionnaire and lodge on E Tenders.
  • Assess and short-list Candidates based on their Suitability Assessment Questionnaires.
  • Debrief Unsuccessful Prequalification Candidates.
  • Prepare and issue RFT Documents (incl. Works Requirements) to short-listed Candidates.
  • Assess Tender Submissions and issue recommendations of preferred bidder(s) to Client for approval.
  • Issue Notification to successful and unsuccessful Tenderers.
  • Debrief Unsuccessful Tenderers.
  • Issue Letter of Intent.
  • Issue Letter of Acceptance / Contract Documents.
  • Issue Payment Certificates / Recommendations as appropriate.
